    Eastern Ontario will drop down one rating from there 2011 EOTPA Rating
    Western Ontario members will go with there own 2011 ratings
    Quebec Residents will be rated individually due to there rating system
    US Residents ratings will go up one rating from their 2011 USTPA Rating
